Notes

Simplifications Made

1. Removed Plant Type dimension - V/MP/HRV are information-only, don't affect behaviour
2. Removed detailed Validation dimension - Integrated into must-cover scenarios
3. Removed invalid configurations - No assignments, MPC only, same person as both
4. Removed RPO (Own) authority - Equivalent to Site Protector (Own) when applicable
5. Removed notification scenarios - No worker-facing app exists

Handover UI Behaviour

When Site Protector initiates handover:

1. Current Operator displayed
2. Current MPC displayed (if assigned)
3. Dropdown 1: Select new Operator (or keep current)
4. Dropdown 2: Select new MPC (or keep current, or clear)
5. Both can be changed independently in single handover operation

Worker Assignment Rules

For both Operator and MPC assignment:

• Worker must be currently locked on to same worksite
• Site Protector can assign themselves
• Same person cannot be both Operator AND MPC for same plant
• One person can be Operator or MPC for multiple different plant
